Constitution (Adopted at AGM, 15th May 2012)

1. Title.
The Group shall be known as "Eastwood Neighbourhood Watch Group", hereinafter referred to as the Group.
2. Scope of membership.
All registered Neighbourhood Watch Schemes in Eastwood whose members declare support of the aims and objectives given in this Constitution.

3. Aims.
As a group, to participate in initiatives to improve and sustain the effectiveness of Neighbourhood Watch in Eastwood.
4. Objectives.
4.1. To encourage vigilance, awareness and communication within and amongst all members leading to the prevention of crime particularly vandalism and theft of property.

4.2. To maintain a relationship with the local Police and any other services pertinent to the well-being of the members and the area.

4.3. To establish suitable communication networks for the collection and dissemination of information.

4.4. To be represented on the Management Committees of appropriate Neighbourhood Watch organizations.

4.5 To encourage meetings of co-ordinators within each nominal electoral ward.

4.6 The organization may raise funds in order to achieve its aims.
5. Administration.
5.1 The Group shall consist of Neighbourhood Watch Schemes, each of which is represented by a Neighbourhood Watch Co-ordinator, hereinafter referred to as a Scheme Representative. The Scheme Representatives constitute the Management Committee of the Group.

5.2 All the Neighbourhood Watch Co-ordinators, that is the Scheme Representatives, or in their absence their deputies, are welcome to attend, participate in and vote at the meetings of the Management Committee.
5.3 At the AGM the Scheme Representatives will elect, either from amongst themselves or by co-opting others, the Honorary Officers, who shall be a Chairperson, a Deputy Chairperson, a Secretary and a Treasurer.
5.4 The Scheme Representatives in each electoral ward (presently Abbey, Compton Acres, Edwalton, Gamston, Lady Bay, Lutterell, Melton, Musters and Trent Bridge) will appoint one person to be responsible for communications within their ward and to represent that ward with respect to matters which more appropriately should be dealt with on a ward rather than a scheme basis.
6. Meetings.
The Committee shall meet at least quarterly. Minutes shall be taken by the Secretary and copies issued to at least each nominated electoral ward Representative. Copies of the minutes are to be held on record by the Secretary during the life of the Group. A quorum is adjudged to be four Committee members and the Chairperson or the Deputy Chairperson. An AGM is to be held in the month of March, following at least two weeks' notice to all nominated registered Representatives, to report upon the overall success and failings of the Group, with an open forum for suggestions and comments. An Extraordinary General Meeting may be called at the request either of the Committee or any two of the registered Representatives. Decisions at any meeting are determined by a simple vote, with the Chairperson having a casting vote in the event of a tie.
7. Finance.
The financial accounts of the Group shall be prepared by the Treasurer for approval at the AGM. All cheques drawn on the Group's account(s) and cash withdrawals from the Group's account(s) shall require the signatures of any two of the Treasurer, the Secretary and the Chairperson.
8. Dissolution.
The Group may be dissolved by resolution passed by at least two thirds of those registered Scheme Representatives who are present at an AGM or at an Extraordinary General Meeting, Scheme Representatives having been notified no later than 28 days prior to the meeting. After the satisfaction of all debts and liabilities, all assets remaining at dissolution shall be distributed at the discretion of the membership and the proportion of the assets allotted to each recipient to be determined by majority votes at the dissolution meeting.
9. Liability.
Membership of the Group is not of itself intended to enlarge any legal duty of care which may otherwise exist in respect of the Scheme Representative or the Scheme which is represented.
